Note: The rules described in this text are based on Swedish implementation of EU directives on building and charging infrastructure.

From 1 January 2025, new rules will enter into force that affect property owners and companies with more than 20 parking spaces. These rules are a further development of the legislation introduced already in 2021, which required all newly constructed residential buildings with more than ten parking spaces to be prepared for charging infrastructure. The new law means that property owners and companies will need to install charging points to meet the growing demand for charging options for electric vehicles. This is not only a legal obligation, but also an opportunity to contribute to the transition to a greener future.

What does the law say?

The original law from 2021 required preparations for charging in newly constructed multi-dwelling buildings as well as commercial buildings with more than ten parking spaces. The new law that enters into force on 1 January 2025 means that all buildings with more than 20 parking spaces must have charging points installed. At least one charging point per 20 parking spaces is required. 

When it comes to the type of charger, AC chargers (alternating current) are often the most appropriate choice for parking spaces where cars are parked for longer periods, such as at residences or workplaces. DC chargers (direct current) can be a good complement where faster charging is needed, for example at commercial facilities.

Support through "Klimatklivet"

To facilitate investments in charging infrastructure, financial support is available, with Klimatklivet being one of the most significant. Klimatklivet is an initiative from the Swedish Environmental Protection Agency (Naturvårdsverket) that provides support for measures that reduce greenhouse gas emissions. For property owners and companies planning to install charging stations, this support can cover up to 50 percent of the investment cost, which can make it significantly more economically advantageous to upgrade the parking areas.

The next application period for Klimatklivet is 1–8 November 2024. This is an important date for property owners and companies to keep in mind, as applications for grants can be submitted for projects that are planned or already underway. The application process requires preparation, so it is wise to start gathering necessary documents and planning the project well before this date. Taking advantage of Klimatklivet can significantly help with the installation of charging stations and contribute to making the property or business more attractive and sustainable in the long term.

Upcoming requirements for charging infrastructure in 2027

To ensure even greater access to charging infrastructure, further tightening of legislation is being prepared. On 1 January 2027, new requirements are proposed that mean that commercial properties must have at least one charging point for every ten parking spaces. In addition, charging infrastructure must be extended (conduits, cable routes, capacity) to at least 50 percent of the parking spaces, even if these are not yet equipped with charging points.

This means that property owners and companies planning to expand their charging infrastructure should already be thinking long term. By preparing for these upcoming requirements, they can avoid future costs and rebuilds. Installing charging stations and preparing for future expansion from the outset is a smart way to ensure that the property or business is well prepared for increased electrification.
